The Town of Brookline Department of Public Works is seeking a hands-on IT & GIS Systems Manager to provide administrative and technical management of all Department of Public Works software and technology including water, sewer, and drain information technology systems. Work includes, but is not limited to operating, managing, and maintaining various computer software programs, data management technology, customer solutions for DPW staff, problem solving with software vendors; Liaison and daily coordination with the Town’s Information Technology Department; performs other duties as required.

Qualifications:

Bachelor’s Degree in computer science, management information systems, engineering, GIS or related field; five to seven years of experience in, software and technology support; at least 3 years technical expertise with GIS; or any equivalent combination of education, training and experience that provides the requisite knowledge, skills, and abilities for this job. Utilities and/or public works infrastructure and automation systems experience is desirable.

Valid Driver’s License, Class D

IT & GIS SYSTEMS MANAGER JOB DESCRIPTION

PRIMARY PURPOSE
Administrative and technical management of all Department of Public Works software and technology including water, sewer, and drain information technology systems. Work includes, but is not limited to operating, managing, and maintaining various computer software programs, data management technology, customer solutions for DPW staff, problem solving with software vendors; Liaison and daily coordination with the Town’s Information Technology Department.

SUPERVISION
Supervision Scope: Performs technical and highly responsible duties requiring a high level of initiative, creativity and independent judgment in the operation and maintenance, and support of the department’s technology and GIS infrastructure in coordination with the IT Department.

Supervision Received: Works under the general supervision of the Commissioner of Public Works, the Director of Water and Sewer, and/or their designee, following department rules, regulations, and policies to complete assignments. Once priorities are set, works with considerable latitude for independent judgment and action.

Supervision Given: Supervises interns, contractors, and staff as assigned.

WORK ENVIRONMENT
Work is generally performed under typical office conditions with occasional field work required to perform troubleshooting of equipment. Occasionally attends night meetings and technical conferences. Regularly attends meetings at various locations within the Town. May occasionally be required to work outside regular office hours to resolve emergencies.

Has frequent contact with department employees, various Town/School Departments, vendors, and consultants, answering questions, solving problems, and providing training as needed. May occasionally have contact with the public. Has access to some confidential information related to customer records, bid proposals, and computer systems which requires the application of appropriate judgment and discretion. Errors could result in excessive costs, delay or loss of service, and damage to equipment.

RECOMMENDED MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE
Bachelor’s Degree in computer science, management information systems, engineering, GIS or related field; five to seven years of experience in, software and technology support; at least 3 years technical expertise with GIS; or any equivalent combination of education, training and experience that provides the requisite knowledge, skills, and abilities for this job. Utilities and/or public works infrastructure and automation systems experience is desirable.

KNOWLEDGE, ABILITY, AND SKILL
Knowledge: Up-to-date and thorough knowledge of application systems and relational databases used by public works. MS Office suites knowledge required. Working knowledge of Microsoft network technology, desktops/laptops, Tablets and other digital devices.

Ability: Ability to learn and adapt to new technologies/ systems/ architectures; Ability to work well in times of stress, performing multiple tasks at one time; Ability to work collaboratively and effectively with various departments; Proficiency in interpersonal communication, presentation, problem solving and analytical skills; Ability to develop schedules and long-range/short range plans to achieve stated goals; Ability to understand business flow and understand the needs of various departments and users; Ability to prepare and analyze complex reports; Ability to maintain efficient and effective automated systems.

Skill: Highly skilled in the operation of contemporary IT systems and applications. Demonstrated skill in managing multiple tasks and projects with attention to detail and accuracy. Excellent interpersonal and analytical skills; strong written and verbal communication, end-users and superiors; excellent project management skills; Strong organizational skills. Skill in all of the above listed technology, tools and equipment.
